Improve Fencing Empty Improve Fencing

It's a skill in UO already yes, but lets add to those choosing to be fencers some sort of dodge mechanic chance, otherwise it never matters how high their fencing is they still have to wear full plate or heavy hide, that's silly.

think Pirates, zorro, etc
