Waste of coding time in any foreseeable future.
Seen another use of the skill that wouldn't be too hard to do, give people a bonus to mounted combat based on this skill.

No Breeding that's fine...
BUT MOUNTED COMBAT, YES PLEASE.
It would actually fit very well into other skill lines, like knight or the arabic swordsmen
